    Windows xp versions have a protective mechanisam that allows only max      10  half opend connections at a time,this is a security measure to slow down spread of  internet-worms.

                      This limit does not affect normal browsing speeds but it reduces torrent download speeds because each torrent......

First things first

                        (1). Your max download speed depends on your internet bandwidth & you can't go beyond it.

                        (2).As far as downloding torrents is concernd your speed depends on no.of peers sharing the torrent.......
