Still dealin with slow download speed. I've tried all suggestions and was even hopin that as I rose in rank with bitcomet (now a captain) that there were some little perks like a speed up in your download. But, here I am, 8 movies on the go and overall download speed at between 60 and 80kB/s. So here's my new question. I had no PC savvy before 3 mths. ago and ended up getting a Dell(shame on me),do you  or does anyone know if Dell PCs have some kinda governor or limiter in their computers because I've come to find out in dealin with their techs that DEll seems to really frown on p2p file sharing. Im fairly new to PC's(about 2 mths.) and I bought my first PC because I've been off work now for 1 yr. because of medical reasons and don't expect to return for at least another 2 yrs. I live in a rural area where there's not much to do and TV has gotten too boring. Hence my first PC, the aim, to download movies. I've been useing BitComet since I got my PC. Here's my prob.,my TCP & UDP ports are both open, my NAT port map is added, my WAN light is green and yet my downloads on the whole are around 50 kb/s and many times as low a 1 kb. I do speed tests all the time useing my ISP speedtests and they come in as high as 14000 kbs. I spoke to my ISP today to see if they were capping my bandwith ( Eastlink ) & was told all ISP companies will capp bandwith to an extent to be sure everyone in the neighborhood is getting good bandwith. Both my TCP & UDP ports are open, my WAN light is green & my NAT port map is enabled and yet downloads are slow even when I download a well seeded torrent. I'm using windows vista. I'm fairly new to the world of PC's and still learning & I've tried everything. I've had speed tests done and it's fast coming in real good. I've even tried reinstalling my network card. All to no avail. Gratefully appreciate any and all help I can get on this.
