What shall I put in the New Half-Open Limit in TCP/IP limit?

My version of Bitcomet is 1.12.

I even deleted the first job (63.8%) and redownloaded again still stops at this percentage. However there's no seeder but you can attain this percentage up to this portion only. Anyone could give some tips to finish this movie. Thanks
