In this case, you should set it as “unblock”. Or else, you need to change some settings of the firewall according to this guide. 

Click “Start”->”Settings”->”Control Panel”->”Windows Firewall”, make sure that “Don’t allow exceptions” is unselected whether the firewall is on or off.
