Answerin your question: I also have DSL and that same connection speed but I think theres something wrong with your units, I think you mean the maximum you get is 55kB/s. See:

kbps means kilobit per second AND kB/s means kiloByte

8 Bits = 1Byte so.. you actually have to divide your 512kbps by 8 and you get 64kB/s that is your maximum download speed and due to some small facts like (distance, resistance in wires, packet loss) you take a few kB/s thats why you might not always get to the max download of 64kB/s. SO having 55kB/s is quite close to your max download
