Answering your question: It mostly depends on your ISP (Internet Service Provider) and if you have a router or not. I mostly stick to using the ports between 55000-60000 which mostly give me good results. Some times I get green light with a 4 digit port! If you tried allowing the ports through your firewall(s) and your router (if you have any) then it's probably your ISP.
