How to get third base?

I have an exploiter, level 1 military committee in my stronghold. But I have already built an outpost in the 2nd base which takes the place of a level 2 military committee right? So how come I can't create a new base?

You first have to buy gold for at least 10 $ for third base.

For fourth base it's 20 $ and so on. Only 2nd base is for free.

For the third base you need military committee level 2 in stronghold, a pioneer/exploiter and in second base you need outpost level 1.

Can I just set Stronghold as the second base and then I dont need level 2 military committee anymore?

No. If you set stronghold the second base you have to build there military committee level 2.

Here is the breakdown on sub bases.

Sub base 1 Requires: Military Com lvl 1 in your stronghold.

Sub Base 2 Requires Military Com lvl 2 in stronghold and Outpost lvl 1 in sub base.

Sub Base 3 Requires Military Com lvl 3 in stronghold and Outpost lvl 2 in each sub base.

Sub Base 4 Requires Military Com lvl 4 in stronghold and Outpost lvl 3 in each sub base.

As I am sure you can see each additional sub base requires 1 level of military com, and that all the previous sub bases have outposts equal to the number of sub bases you have to build the next.
