There is no way i know of speeding up downloads just ways to stop bitcomet from limiting your download speed.

By going into options, preferences, and in the generla tab make sure there is no limit on your max global download rate, secondaly maximise the number of simultanious tasks. If you are using a proxy then find a fast one as some limit you to a maximum of 128 or ever 64 kbps.

Finally in the TCP/IP limit tab increase the new half-open limit.

Although you say it would be hard for them to tell if the data you are transfering is copyrighted or not, somthing as simple as companies putting key words into their products would allow basic but easily monitored protection similar to that used by the chinese to monitor all data going in and out of the country because it looks for key words or phrases. But as you mentioned there are encryption programs to help prevent this. Thankfully however i feel we are far from being monitored, and as for users paying to use the inet there is no way you could get every country or isp to agree.

Good as a conspiracy but impractical in reality. Governments have much more important things to deal with.
