I see... you're using "Bridge Mode"

In your "Encapsulation" section...

Instead of using "Bridge Mode" try change it to "PPPoE/PPPoA" and you'll see it there...

It's just my bad habit... There I go again...

In your "Interface Setup" there's a menu for "Internet" and "LAN" right?

Choose "Internet" and you'll see it in there...

port below 40000 usually has already been assinged to be used by other applications/services...
try other torrent...
any other firewall blocking your port? antivirus firewall? Close BitComet and remove all the exception list in windows firewall that point to BitComet and then start BitComet again...
