THAT STILL DOESNT WORK. CAN SOMEONE PLEASE TELL WHAT I NEED TO DO IT AND HOW I DO IT, I HAVE THREE BASES A REP OF OVER 3000 WHAT ELSE DO I NEED. PEOPLE WAY UNDER ME HAVE FORMED ALLIANCES SO WHY CANT I. THIS IS DOING MY HEAD IN NOW. DO I HAVE TO JOIN ONE BEFORE I CAN CREATE MY OWN IS THAT IT.

help i cant creat an alliance, i fill in the form, i have everything i need and it says loading in the corner but it doesnt do anything. can anyone tell me why
