you all have a router ? if yes, just restart the router, if you have dynamic ip , just relogin to have a new IP, or simply restart your pc !
This problem is because your IP and port are not recogniezed !

Your problem is with your ISP, they not have god peering with all ISP on the network. A second problem is possible to be from your router or switch (if you have). Other problem can be from your Firewall or why not from your pc instead.
In the end.. your dw. speed is not relevant, but how big is files what you dw. give you the speed. look:
If you dw. 10 pieces of 1 mb each you will finish in 5 minute (in example), but if you dw. 1 piece of 10 MB you will dw. in 7-8 minute.
Change your ISP to have a good speed. btw my speed is 5 MB on dw and 3-4 MB on upload
