maybe your antivirus have a firewall in it?
There might be some other firewall that's blocking your port...

If you're using LAN connections then a big chance that they're using a router... find out that router type and get the access for the router and you can configure it...
If you're using a dialup internet connections then the IP won't be the same... LAN IP is from your Local Area Network (Internal IP) and WAN IP is from your dialup internet connection...

Just leave it at 200... If you set it above that then it would probably cause problems... It could freeze up your PC due to the fast simultanious connections...
