'auto start new task if download rate less than' ...

then hash check the torrent using bitcomet ...

and then walla,.... just continue to download using bitcomet ....

when you're using a lower bandwidth internet speed on a high one (maybe in this case, 1 Mbps),

sometimes the caps not really work ..

but hey...

just let the the area where you're using the internet become congest, and then you will never get that speed anymore unless they upgrade the total bandwidth ....

definetly you can restart anytime you want....

but not too long for the torrent to die....

average speed of my downloading using bitcomet is nearly 100% of my connection speed....

its all thanks to LT seeding ...
