I have used this program and it does not work for me as I am using Vista, anyway it cannot speed up your speed beyond your bandwidth and when I forward my ports I get that speed.

It is obvious by your score that you are not using bitcomet to download or upload any torrents, if you are doing it then you are not logging into your account in bitcomet.
sometime when you are choosing the do button in download location window if you turn the middle wheel the location of the download direcotry changes, you can check this by clicking on the properties window of the task.
Utorrent and bitcomet are both fast clients, you should just forward the ports properly.
