this is normal, it always show last upgrade
sorry I was wrong this cost me more:
1 base:
1 city hall 330,000
1 skelter 350,000
2 base:
1 command post 720,000
1 city hall 45,000
3 skelters 1530,000
----------
2950,000
last maintenance goood job very funny
yeah it's right but to resolve problem with 2 bases area and people over limit I need 1600000 all resources!!!

so for 55 people over limit I should build 5 skelters more?
