Did you forwarded the ports ?

If not:

Go on the command line

Type ipconfig/all

Your ip address is under the description of your NIC (it must be 192.168.1.64 but check it)

Then

type http://192.168.1.1 (for linksys modem)

Find the port trigerring and forwarding (It should be under the applications&gaming menu)

Click port range forwarding

Then put the port number in both case (start & end)

For the protocol chose both

For IP address out the number you found as I told above

Check the box and save

And Then click the port trigerring

Write the Application name (for just remembering for what use you did that eg: bitcomet)

Put the same port number for all 4 boxes and check the enable case and save

For the windows firewall (if you don't use antoher firewall as norton...) RIGHT click your modem wifi(if you connect with wifi, or lan connection) connection and choose the Change the Windows Firewall Settings

1) Choose advanced

2) If you connect with wifi choose Wirelles network connections or local area network connections if you connect with lan)

3) Click settings

4) Click add

5) For the name of connection give the name of bitcometTCP for the ip give the IP that you used before (eg192.168.1.64)

6) Put the port number that you have in bitcomet (the port number that you have tools-> Listen port)

7) Repeat the same for the UDP port

Then click Ok

Right click wher its written port bloked (on bitcommet at the bottom right side)

Click check it again

It must be as below

If you skip the static IP address part, then you may have to change your portforward settings when your computer is restarted. If you have more then one computer sharing the connection, you should boot them all up, making sure they all can connect to the internet properly, then set all of them to use a static IP address. This will prevent any of them from obtaining your computers IP, which also could make your portforward settings fail.

You're right. But as the given name was linksys I assumed the modem-(router). And when my IP adress and port that I published those was the olds (I changed just after the taking the screenshot)

Try to connect your computer direct to modem and by pass wireless router when you want to download then you will see Green Light I just figure out after fighting since four days .This is just simple solution.
