These are my findings about legendary commanders. After the first times i tried using the best posters and a commander with 90 points at charm i found pretty hard to get a legendary commander at 23-25% chance and paying about 25 gold each time. So i switched to using the cheapest poster 4 gold, using the same commander with 90 charm and after 6-7 tries i got one legendary commander pretty good, that also cost 44 gold to recruit.

Legendary commanders are influenced by:
Charm of you commander that invites him.
The rank you have, the higher rank you get a better commander.
The type of poster you use. The better poster, the better commander but chances are also slim.
Also found that using boosts to increase you chances are a bit too expensive for a max 15% boost in chances.

Legendary commanders gets more experience in a battle (2x more experience) and not tested but it might require less experience to increase the points in strength, command, intelligence and charm.
