Windows XP has an annoying habit of putting an extra file in a folder when you have finished viewing it its called; thumbs.db.

This can be at the downloaders end or the torrent makers.
Either way if you have 99% plus of a file and been stuck for a while, try to see if your download runs anyway, possibly it is 100% of what you need, this is why;

Below you will find what causes this and a guide on how to avoid it.

First go to Folder Options/View/put a dot in the box to show hidden files and folders, click apply.

When you create a torrent file of files within a folder an extra file maybe added to your torrent called:

thumbs.db

This file can cause the problem of people getting stuck at 99% on their download.

Solution, delete the file before you create the torrent, or to disable it being created in the first place (below).

The 99% problem can occur when you are downloading a torrent, or when you try to re-seed your client tells you that you only have 99% of the file.

Now how to stop it from being created in the first place, only applicable to Windows XP.

Windows XP, by default, shows the thumbnails view of certain folders, whether you want it to or not. Even if you choose Details (or some other view) as your default by going to Tools -> Folder Options -> View tab and click Apply to All Folders, Explorer may still revert back to the clumsy Thumbnails view. It does this for any folder in which it finds the THUMBS.DB file; naturally, if you delete this file, it won't happen again.

The problem is that Windows seems to repeatedly recreate the THUMBS.DB file automatically. Here's how to stop this from happening:

In Explorer, go to Tools -> Folder Options or open the Folder Options icon in the Control Panel.
Choose the View tab, and turn off the Do not cache thumbnails option.

Click Ok.

You can also change this setting in the Registry:

Open the Registry Editor (regedit.exe).
Navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced.
Double-click the Disable Thumbnail Cache value, or go to Edit -> New -> DWORD value to create a new value by that name.
Enter 1 for its value.
Click Ok and close the Registry Editor when you're done;
you'll have to log off and then log back on for this to take effect.

Thanks also goes to mosaiegh for this thread

Now anyone who has been downloading and their download has been interrupted and while it was interupted they have viewed the folder, a thumbs.db may have now been placed in the folder, so when you resume you will not achieve 100% because you now have an extra bit which in not in the original torrent.
Solution, either ignore it as your download should work any way, if you stay connected you, without knowing it, are effectively seeding.
Otherwise go to control panel/folder options/view and put a dot in the box which say show hidden files...etc.
Now go to your download folder and thumbs.db should now be visible, delete it.
close and restart your client it should now go to 100% and start to seed.
