My Cable ISP just bumped my upload speed from 384kbps to 1.5mbits! Earlier last year I was using DSL which had faster upload speeds than Cable had. I had a cable modem since about 2001, but switched to DSL for a short while. However DSL was still horribly slow, and kept dissconnecting me where I had to powercycle the DSL modem just about EVERY DAY, if not several times in one day! But the fast upload speeds DSL had is what helped me get such a high ranking in seeding with BitCommet. But I've switched back to Cable for the past 6 months or so, and apparetnly today they bump my upload speeds to what I used to have for download speeds way back in 2001! Yay!

Apparently it's just "speedboost" that they applied to uploads, as well as downloads. So it's only a temporary thing that boosts my speeds. Over time the speeds seem to settle out to normal upload speeds as I usually get. But Comcast is experimenting with 16mB/down and 1.5mB/up speeds in some markets. They are trying to compete with Fios, and other highspeed fiber optic networks, and they are talking about upgrading to docsis 2.0 (or 3?) with speeds over 100mb/s which is faster than my local network is. So I may have to switch to gigabit ethernet in a few years.
