Yes! Only 24 days after the release of BitComet V. 0.98, BitComet 0.99 is released!
This release is very important for the Western communities, as it fixes a highly discussed bug: Reporting hashes regardless of settings, as I also mentioned in Inside BitComet: Issue 02.
Strangly enough, the changelog doesn't exactly mention this fix. It does mention two new options. Nevertheless, I have tested it myself - and yes, it is fixed! (I was the one that reported this, and I have confirmed the problem is solved.)
The changelog for BitComet 0.99:
GUI Bugfix: Failed to verify login password at BitComet startup will lead to crash
GUI Improved: check software update in system automatically, can be enable in option dialog
GUI Improved: new FireFox extension, support download file using BitComet
GUI Improved: new option in advanced setting page: query task comment and snapshot info automatically (This is what I mean about two new options).
GUI Improved: when browse the save location folder of task, do not open new window if this folder has already been opened

It's one of the best releases in a long time (apart from V. 0.98). BitComet is just getting better and better!
