It is caused by the fact that a year is really 365.25 days long or so.

I say, rather than just having another day every 4 years, we should embrace it's not-there-ishness fully and just go for a total imposition of anarchy for 24 hours, time to settle scores and make those power plays, kill the ex wife (or whoever) or even just strip her skin off and pour acid on her for a few hours, and all of this would be legal on National Non -Day. The laws , rules, regulations and other nonsensical bullshit could be left aside for one 24 hour period.

Anarchy you say? What the fuck is my problem, eh? Well it seems to me that although I am proposing total disolution of order in American society for a short period every 4 years, it is the nature of true anarchy to cause the development of "government from within". It is my observations of human nature that show me that only those with no self control will find themselves out of control on NND. And a squeeky wheel will get greased.

All this having been said, I do think that this should only apply properly to the non-military population, which indeed would include the police, and since those police and their antagonists would suddenly be unbound by the normal rules of engagement, it would likely be a very colorful day in America.

Further, upon the end of NND, the military would likely, for the first few occasions, be called upon to stomp the piss out of anyone that doesn't quite get the idea that all good things must come to an end.

As far as liability goes, there would be none at all, criminally speaking, as long as there was no ongoing torture or infliction of physical pain beyond the termination of NND. And as far as civil liability of course any suit brought forth claiming a cause of action based on events occuring within the timeframe of NND would be required to be summarily dismissed with prejudice. Of course, there would be a simple need to protect ones property and loved ones for that period and if you can't do that, you probably have too much for your own good anyway. Those with no enemies will very likely come through without a problem, those with chronic issues will likely have their asses handed to them in a literal way. The divide between rich and poor, the inequities of American life in general, and the gaping holes in the security of our country will all be tightened up in a real fucking hurry. The strong, or smart, or rich or powerfull will survive, yet the names will have a chance to swap out every four years.

All this will have a profound effect on the regular workaday world beyond NND. There will be tumult, to be sure, yet there will be certain things engrained permenantly as well. If some asshole fucks with the water supply in anytown USA, or take a moment to blast a hospital to rubble, it is very likely that said asshole will get a severe case of retributive community wrath laid down on his ass in short order. And if not, TOO DAMNED BAD. I guess Anytown shoulda kept it's shit tighter, or the doctors shoulda done more to avoid alienating the populace at large.

Anyway the people who desperately need their asses blown off will get whats comin to em. Whether they be rich or poor, straight or gay, young or old, bigshot or sewer dweller. And when NND is OVERWITH, in-between times- the penalty for getting sideways with people would  need to be upped to the point where it is just plain dumb to consider murder or rape or armed robbery or whatever the hell your bag might be.

The lessons learned will surpass all of the colleges output combined; in making our country more savvy to the reality we face- in how to spot an incompetent fool, and how to handle said fool in a sensible way, how to sense the intentions of others, knowing who you can trust and who you can't, testing onesself in real do or die moments- the things in life that are more vauable than video games will become apparent to the survivors- and the need to have self control forethought and kindness will all become staples written in the bedrock of our common existence, never to be forgotten lest someone find a need to give a forgetful soul a harsh reminder in a few years or months.

And thats what I think would be good for America.

I can imagine what can happen if you have such day.... I think a half of people will be killed by thier neighbours and enemies in the first day.... who will survive, will think in terror what can happen after 4 years with them. May be it can make them better, but it is possible that can be opposite too.... People will stop to care about their future.... life will be counted by every 4 years that you managed to survive... No.... Better leave everything as it is...
