I was using Bitcomet 0.70 before i upgraded to ver 1.01 in 0.70 there is an option to use emule ipfilter.dat to block certain ip addresses but i can nolonger find it in the new version was thinking if there any ipfilter capability for the new Bitcomet

Nope. BitTorrent was never designed with privacy in mind. That's why your IP address is visible to all and is collected by the tracker.

There is nothing you can do about this besides stop using BitComet or any other BitTorrent app.
