Sometimes, a download is stuck because your peer connections have changed, then perhaps you need to find new trackers to achieve more connections - which is possible much of the time... But this works, especially for a series of .rar files. Select the questionable file, stop the activity, like downloading - but this helps even if BC says it is 100% and uploading your file - then right click the name of the file and choose "manual hash check." I have found this often brings the file stuck at 97% - 99.8% to a full 100%
