Download rate shows 94kB/s 12% downloaded at that rate but the actual is 1.4%. The computer is messed with its ability to calculate - CPU brain challenged.

you can try to cleaning up your registry or clean up junk files on your computer. You can also try to redownload the file to see if anything happenned.
