Do some Internet Service Providers actualy block file sharing programs from connecting? Do ISP's deliberatly slow transfer rates of p2p conections ? Is this a fact or just part of the new mythology ?...TRODE

mine does but they gave me a bloody 12 gig cap then slowed to 65k modem speed (normally cable speed)

Yes Exspecialy Virgin and sky, its called capping, I have a so called 8 gig line but I usually am capped to 2 gig after I download so much a day

Yes ISPs can block p2p transfers and to your comment about anti leeech, it only slows down the upload to leechers, if you enable long term seeding, then files are shared in the background.
