Torrents that never seem to finnish

What's the deal with some torrents where they download at a decent speed, but when it gets under 2% left to complete it never seems to finish?  At this point the download speed is still 20kb/s to 100kb/s and the ETA to finnish hovers around 30seconds to 10 seconds, but it NEVER finnishes. Plus when you look at each seperate file, most of the files operation method is only on "read" mode, but not "read & write."  So what the FUCK is it downloading if it's not being written to the files that aren't complete yet?  Does it have anything to do if I set one or two files in a torrent to a higher priority? I don't see how that would fuckup a torrent.

 

This sorta thing can really fuck up ones ratios if BitComet keeps downloading data when it's not saving it.  When I have files hanging on the verge of completion, it's frustrating seeing 100kb/s downloads and seeing a 10 second ETA showing for the past few HOURS. What the fuck is wrong here?

no it's not a dead torrent. It didn't take that long to get the first 99% of the torrent. and it's STILL downloading data from peers and seeders, but it's not SAVING anything. If it was a dead torrent then it wouldn't be downloading anything. Is this a bug with BitCommet, or some fucked up bogus trackers?
