Says done D/Ling but not 100%

I have a movie that is at 99.--% but is listed as finished. The file is still in the .avi.bit format and says it is an 'BitComet Unfinished Download File'. Why won't it finish and change formats?
also I have two CDs that are perpetually downloading at 98% and say they have seconds/minutes left to download but never reach 100%. I don't know if that qualifies as a dead torrent?? If not what can I do?
