It depends on how many seeds are there for what u r downloading, if there are few or no seeds u will have low speeds, check your download and upload speed limits in bitcomet, the upload limit should be half of the download limit u can do dis by clicking on options and then connection in Bitcomet

You don't need to specify a limit no. But you might want to check your TCP/IP Connection settings in Bitcomet you can upgrade them from the default 10 to 500 max, just put 500 here. And if you pick a torrent, look for it to have many seeders and little leechers. I get 2300KB/s on some torrents, so the protocol is not the problem.
