Share Ratios - How do they work?

Hi,
I'm trying to get my head around Share Ratios and how they affect download speeds. I've looked around on the board and cannot find anything that explains this aspect very clearly - at least not to my befuddled 50+ year old brain.
So, I have assymetric Internet feed - 4Mbps down, 350kbps up. It would seem obvious to me that I'm not going to achieve a share ratio of 1:1 unless I limit my download speed to the same ratio as my upload speed. Downloading at 37kBps would seem somewhat slow in this day and age. Using the same measure I should be able to download at around 400kBps (losing around 10% free for surfing), and 32kBps upload. These figures ignore my ISPs STM as I don't download during peak hours.
I have a couple of downloads now that have completed and are now showing much better than the 1:1 ratio. Do these completed downloads influence my download speed? Or is it worked out only on each individual download?
