BC only works in one User

I'm using XP Pro and BC (latest version). BC only works in the Admin user that downloaded it. I have another admin user where the program will not work. Every attempt to download comes up with an X beside the download. Oddly, the download shows up in the other admin user (the one that works), even though they did not initiate the download, and with the same issue.
Any advice would be appreciated!
