To keep the files in upload (seeders) have to start the downloads already completed??
It is the red arrows pointing up? Only then can I??

I need to answer you because I have seen that what is obviously for majority for some is still a mater of attention . As you correctly guess the arrow that indicates up means upload when you see some number going counting up than you deal with and upload ; doesn't mater if you have the whole file downloaded or not but if you have finished your download and you see there are no many seeds / seeders you can keep the downloaded file longer in your bitcomet client for upload ; that means you make progress in being a good uploader ; Have a nice day !
