Why does it keep saying, "Blocked?"

Hi. Im new to trying to download movies and evertime I try and download movies, it says its blocked. What am i doing wrong? I turned my firewall off and it still does it. Please someone help!!!

Block blocked can't_download download_blocked wont_download

What exactly is blocked, the whole torrent or just the listening port?

If everything was as easy as people make it out to be, there would be no need of forums!
