Cannot seem to to increase upload speed >1

I have BitComet 1.06, WinXP Pro, 1.5 MB Download and upload.
I cannot get my torrents to upload at all. When I am downloading a torrent, my DL is at around 200kb but my upload is at 0kb. I have them all set to unlimited, and have tried all kinds of other settings.
And yes, there are leechers on the torrent in am downloading. My up speed never seems to go up. I got it to up at 1kb once :(
I want to share what I take, please help.
