I think it is an Axolotl (Ambystoma mexicanum). It is a kind of Salamander but it never "grows up". It will stay it's whole life in a chrysalis stage.

Yes but he newer grow up to a salamander .It is a Pupy from a salamander that newer go out of the water .

Its a Marbled Salamader Larvae, they hatch in November December, they have external gills the flare around its neck and they're favourite food is spotted Salmader Larvae which hatch in the Spring.
