You need to upgrade your Leadership in order to hire more heroes. And then you can start recruiting.

Q: how to hire a new hero?

A: You must first build a tavern, than go to Hero tab, under Hero Recruitment you have 3 heroes. Pick one (you must be prepared and have some resources, as each hero costs ~ 100k iron).

Note: The number of heroes that you have is determined by the level of your leadership technology.
