To create your third sub-base, you need to upgrade your military committee to level 3 in your stronghold, Outpost level 2 in your first sub-base as well as Outpost level 2 in your second sub-base.
While if you wish to create your fourth sub-base, your need to upgrade your military committee to level 4 in your stronghold, Outpost lv 3 in your first sub-base and Outpost lv3 in your second sub-base, Outpost lv3 in your third sub-base.
At the same time, you will have to recruit Exploitor|Pioneer to blaze a new way for your new bases.
