chelter lv20 bug

i see there is a bug, many players have shelter lv20 to avoid to spy them, it makes thad you can only see r1 troops and not r2 or r3 or defence, even if you have more spy's then them and hicher lv military intel and intel agency, i am 200% shure of it.

MOD do something about this please, shelters can not avoid to be spy', pc gamer contact me if you need proof of it, i can proof it.

thads why it is a big BUG. i am shure abouth this becose my enemy have no spys anymore, becose i atackt him 25 time already have 0 defence 0 army 0 spy, i stil canot see r2 or r3 or defence, the only thing he have more then me is his shelter is lv 20, i have the same problem with every player thad have shelter 20. I i now this becose samebody of my alliency told me 'the trick to hide your troops' and i ivestigated it by making atacks and spy rapords, and it is f*cking tru.

i can scout any1 have shelter lvl.20,

most of the players have shelter lvl.20, bcause it's a req. for building factories lvl.III
