How do you make new cities

I am trying to get a new city, I have Mansion lvl1, when I try to conquer it says you cannot send officer, even tried with the other hero & same msg, I also troops sent with them but just cant capture.conquer city. The city I try to conquer is not occupied by anyone.

okie, im probably the only person who took the time to read this post so heres the scoop, lol, K to create a new city you need a city builder, located under Military and then under Recruit near the end then there will be red writing inside boxes these are the required tech you need to CREATE a new city then you recruit a city builder then ur good 2 go for that, now Mansion is the building that determines how many citys u can have, every city you have requires a mansion not including ur first city, to conquer a city u need to first upgrade Mansion and then Look under Recruit where City Builder was found and look at the red writing under Lobyist this guy lowers the Loyalty of the city u want to conquer you need to send him multiple times to the target in order to complete the take over, hope this helped
