Bug in City Hall........Bugs on the Farms

Hi guys, I have a friend, and he tells me that he has nearly completed the Newbie Tasks, but is constantly running out of room. He has made like 5-6 City Halls but he is still in need of more space. This should not happen for a while, let alone before the Newbies r finished. He also said that his City Halls open up about 7 new patches of land, despite he is only building lvl 2 factories, he says that one of them will consume all of the newly bought land.

Can anyone assist me assist him.

This isn't a bug, it's an intentional part of the game. I've found it helpful to demolish the lvl 1 factories as you build the lvl 2 factories.

2 lvl 1s take up 10 space but a lvl 2 takes up 7. 2 lvl 1s produce the same amount as a single lvl 2.

Eventually building City Halls does create more space, but they begin to cost quite a lot of resources.

I forgot to tell u that my friend os on the axis team. That may have a different affect on things
